program and By MICHAEL HEWLETT StaffWriter STAUNTON School Board member William Vaughn suggested that public access to the Shelburne Middle School gym be cut off during Monday's Staunton School Board meeting. "We'll get a lot of negative feedback on this," he said. During the upcoming school year, Shelburne Middle School will face renovations that will include a new gym. The project will cost about $9.2 million and Construction Control will oversee the project. The school should be completed in January 1999.

Vaughn said because the construction will only allow access to the gym through the main doors, the gym should be shut down for safety reasons. The Quarterback Club, which has a contract with Shelburne Middle School to use the gym for Little League Basketball, would have to look at other options. Vaughn, who is a member of the Quarterback Club Board, said he would talk to the club and explain the school board's position. School Board member James Smiley agreed with Vaughn. "We don't need to increase the traffic unnecessarily," he said.

School Board chairman Walter Obenschain suggested that Vaughn talk to members of the Quarterback Club before the school board takes Forensic Randall I. At the Monday meeting, city officials quizzed Dr. Christopher L.

Jenkins, medical -director at Central State about the profile of a forensic patient. Jenkins said that because each case was so varied, he could not give an all-encompassing generalization. He said, however, that those treated in the forensic unit have committed a range of crimes, from trespassing to murder. He assured city officials that once these patients' treatment at the unit was completed, they would be transported back to hospitals in their home region. Only civil patients served by Western State would remain in Staunton.

White said the project is going as planned. "We've had a lot of action in the past two weeks," he said, referring to the pre-construction meeting on Aug. 4. "Everybody is on target and on-task." Paul Sorrell, supervisor of instruction, went over the changes in the bus transportation system, which includes separating elementary school students from middle and high school students. "This is a good move for the school system," said Vaughn.

In other business, the school board: approved a request for reimbursement resolution. approved a state grant of $26,373 from the Virginia Department of Education for Project YES (Youth Experiencing Success). approved an application for Title VI grant in the amount of $10,321, which is $11,850 that was received in the 1996-97 school year. Suzanne G. Goff, Title VI coordinator, said she was told that school system did not qualify for high-cost funding this year as it did last year.

It daunts Navy Seals, and on its promotional video, shows even the most skilled climber frustrated with its design. This innovative fence is one of the slated security measures to be implemented by the state Department of Mental Heath, Mental Retardation and Substance Abuse Services for a proposed forensics unit to locate at either Western or Central State hospitals this year. Its promotional material points out that the fence's arched design it arcs toward the secured area eliminates the use of feet when climbing. Special mesh-like material at the top prevents potential climbers from obtaining a handhold on the fence to heave themselves to the other side. The fence designer called the fence "physically intimidating" yet constructed in a way to eliminate the "concentration camp look" of high-security facilities.

He said the arc design virtually eliminates the need for razor wire, although it can be installed at the top of the fence at the wish of the client. In addition to the security fence, hospital officials said the grounds of the forensic unit will be treated as a maximum security annex. No patients at the unit will roam the grounds of the chosen hospital and the only time they will be out of the unit's perimeter, would be for secured visits to the University of Virginia Medical Center or Augusta Medical Center for medical attention.
